GitHub Copilot Shifts to Usage-Based Billing Starting June 1, 2026

GitHub announced that starting June 1, 2026, GitHub Copilot will transition from request-based billing to usage-based billing across all plans. Under the new model, users are charged based on token consumption—input tokens, output tokens, and cached tokens—with each AI credit equal to $0.01 USD. The pricing varies by the underlying model used (OpenAI GPT, Anthropic Claude, Google Gemini), and customers can reference published per-token rates to estimate costs.

All Copilot plans—from Copilot Free through Copilot Enterprise—will include tiered GitHub AI Credits allowances. When usage exceeds these included allowances, additional consumption is billed at per-token rates. A critical change for code review users: Copilot code review will now consume GitHub Actions minutes on GitHub-hosted runners in addition to AI credits. Self-hosted runners remain exempt from GitHub Actions minute charges.

Code completions and next edit suggestions will remain unlimited and unmetered across all paid Copilot plans, continuing to use their existing counting mechanism. For code review specifically, the model is selected automatically and not disclosed to users, meaning per-token costs may vary between reviews. Larger GitHub-hosted runners will be billed at different rates than standard runners.
